ASIA & THE PACIFIC RIM

Afghanistan

Sponsored by the Asian Development Foundation, an ICLAD-affiliated consultant worked in-situ with the Ministry of Justice on a one-year program to introduce judicial training and improve the court system, and to initiate a program to strengthen legislative drafting capacity.  Forty-one drafters participated in an initial workshop, working in teams to conduct research and draft seven bills to help resolve social problems they identified.  With the guidance of two ICLAD-affiliated consultants (the second sponsored by Checchi), the teams continued using the legislative problem-solving methodology to finalize their draft research reports and bills while carrying on their regular duties.

In follow-up training facilitated by a group of ICLAD Certified Trainers, the teams deepened their understanding of legislative theory, methodology and techniques while editing each others' drafts. Under contract with the State University of New York (SUNY), one of the consultants continued working to strengthen the capacity of Afghan Parliamentary staff and the new legislators after their election.

Bills drafted:
Facilitating Property Reclamation by Returning Exiles
Improving Garbage Collection in Kabul
Preventing Child Abduction
Preventing Forced Marriage
